<p>KABUL &#8212; At least five Iranian companies in Afghanistan&#8217;s capital are using their offices covertly to finance Taliban militants in provinces near Kabul, according to a Sunday Times investigation.</p>
<p>&#13;<br />
&#13;</p>
<p>Afghan intelligence and Taliban sources have told the newspaper that the firms, set up in the past six months, provide cash for a network of district Taliban treasurers to pay battlefield expenses and bonuses for killing the enemy and destroying their vehicles.</p>
<p>&#13;<br />
&#13;</p>
<p>The Iranian companies win contracts to supply materials and logistics to Afghans involved in reconstruction. The money often comes in the form of aid from foreign donors.</p>
<p>&#13;<br />
&#13;</p>
<p>Profits are transferred through poorly regulated Afghan banks  including Kabul Bank, which is partly owned by President Hamid Karzais brother Mahmood  to Tehran and Dubai.</p>
<p>&#13;<br />
&#13;</p>
<p>From these countries, the money returns to Afghanistan through the informal Islamic banking system known as hawala to be dispersed to the Taliban.</p>
<p>&#13;<br />
&#13;</p>
<p>&#8220;This means the companies involved in funding the insurgency can cover their tracks easily. It makes it harder for us to trace the cashflow,&#8221; a senior Afghan intelligence official said.</p>
<p>&#13;<br />
&#13;</p>
<p>Iranian companies have been established with the intention of winning contracts funded by foreign aid so that donors cash could be channeled into the insurgency, the official said. Western officials believe the network may have been set up by the Al-Quds force, an elite branch of Irans Revolutionary Guard.</p>
<p>&#13;<br />
&#13;</p>
<p>The Iranian embassy in Kabul refused to respond to the allegations. But according to the Taliban treasurer, who has been interviewed by The Sunday Times, Iran is paying bonuses of $1,000 for killing an American soldier and $6,000 for destroying a U.S. military vehicle.</p>

<p>WASHINGTON &#8212; Seeking ways to spur economic growth ahead of the November elections, President Barack Obama will ask Congress to increase and permanently extend research and development tax credits for businesses, a White House official said Sunday.</p>
<p>&#13;<br />
&#13;</p>
<p>Obama will outline the $100 billion proposal during a speech on the economy Wednesday in Cleveland, the official said. The announcement is expected to be the first in a series of new measures Obama will propose this fall as the administration looks to jump-start an economy that the president himself has said isn&#8217;t growing fast enough.</p>
<p>&#13;<br />
&#13;</p>
<p>In addition to making the research credits permanent, Obama will also ask Congress to extend one of the credit options available to businesses from 14 to 17 percent, according to the official, who spoke on the condition of anonymity because the proposal has not been formally announced.</p>
<p>&#13;<br />
&#13;</p>
<p>Congress has previously passed research tax credits on a temporary basis. The credits expired last year and a proposal for renewal is pending in the Senate. In order to pay for a permanent extension, Obama will ask Congress to close corporate tax breaks for multinational corporations and oil and gas companies.</p>
<p>&#13;<br />
&#13;</p>
<p>While research credits generally have bipartisan support, Washington&#8217;s contentious political atmosphere means the White House isn&#8217;t taking anything for granted. Officials have watched other proposals they deem necessary to economic growth, including a bill to extend credit and cut taxes for small businesses, languish on Capitol Hill.</p>

&#13;</p>
<p>The proposal for research and development tax credits was first reported by The New York Times.</p>
<p>&#13;<br />
&#13;</p>
<p>Amid an uptick in the jobless rate to 9.6 percent, the president promised to announce a series of new measures on the economy. The package could include infrastructure bonds for municipalities and extensions for other tax breaks for businesses and individuals that expired at the end of 2009.</p>
<p>&#13;<br />
&#13;</p>
<p>The administration is also considering extending a law passed in March that exempts companies that hire unemployed workers from paying Social Security taxes on those workers through December. Sen. Chuck Schumer, D-N.Y., has proposed extending the exemption an additional six months.</p>
<p>&#13;<br />
&#13;</p>
<p>Obama is continuing to prod the Senate to pass the small business bill that calls for about $12 billion in tax breaks and a $30 billion fund to help unfreeze lending. Republicans have likened the bill to the unpopular bailout of the financial industry. And the president wants to make permanent the portion of George W. Bush&#8217;s tax cuts affecting the middle class.</p>

&#13;</p>
<p>The House has already passed many of the provisions, but they have stalled in the Senate because Republicans and Democrats cannot agree on how to pay for them.</p>

&#13;</p>
<p>AFL-CIO President Richard Trumka argued for job investment as a way of putting money in the pockets of middle-class Americans and others who need it.</p>
<p>&#13;<br />
&#13;</p>
<p>&#8220;We do need more credit for small- and mid-sized businesses so that they can start creating jobs,&#8221; Trumka said Sunday on CNN&#8217;s &#8220;State of the Union.&#8221; &#8220;All of that will help, but it may not be enough. Even the holiday on taxes may not be enough, the research and development tax credit may not be enough. We need to create demand.&#8221;</p>

Labor Day weekend is enjoyed by the whole country. The citizens enjoy these holidays in various ways and one of oldest ways of celebrating this weekend is through various food festivals that take place all over United States. Taste of Madison 2010 is one such food festivals where people from all over the city come and enjoy the live music, foods and wonderful ambiance of the event.</p>
<p>Taste of Madison 2010 is well known for its inspirational music, its unique delicious cuisines and also unusual crafts. For the Madison citizens it is also one of the perfect hangout places during their labor day weekend holidays. This year the Taste of Madison is taking place on Capitol Square in Madison. Every year thousands of citizens flock to Taste of Madison event to enjoy variety of food enjoyed by the local restaurants of the city. Although yesterdays temperature was considerably lower than last year but any place which had shades was the best place for the people to take in lights and sounds of the festivals. The Taste of Madison kicked off yesterday and it is going to continue today as well.</p>
<p>The Taste of Madison 2010 organizers said that this year the event will showcase more than 75 local restaurants from all over the city. This year there is about 20 beverage stands offering various drinks. The prize of every food item varies from $1 to $4 and the admission to the event is free for the visitors. There are live performances by live bands, country bands and DJs as well. A reputed media source reported that Taste of Madison 2010 will feature performances by Collective Soul, Gin Blossoms, Crash Kings and Marcy Playground.</p>

<p> Sifting through the New Zealand Rugby Museum&#8217;s collection of nearly 13,000 match-day programmes for cataloguing and storage purposes requires discipline, perseverance and patience. </p>
<p> Long-serving museum committee member and retired New Zealand Army major, Cliff Parker, has all those traits, and he proved the ideal person to handle one of the demanding tasks facing the museum as it prepares for its relocation. </p>
<p> The museum, in Cuba St, Palmerston North, is moving to the Te Manawa complex and is packing up its 40,000 items for the shift. </p>
<p> Cliff&#8217;s project was to collate the massive number of programmes that had been trickling into the museum in &#8220;dribs and drabs&#8221; over 40 years and put them into order and in archival, acid-free storage boxes. </p>
<p> A careful approach was needed and Cliff was up to a challenge that took two months to complete. </p>
<p> &#8220;The test programmes were the easiest to sort,&#8221; he said, &#8220;mainly because all tests are numbered in chronological order. You can pick up any programme and know by the match and the year whether it is test number 24 or 104.&#8221; </p>
<p> Cliff also broke up the matches into groupings, such as tests between 1956 and 1964 or 1987 to 1989, after working with a list of all tours involving All Black tests, making the task a lot easier. &#8220;It was important to have a system, because once you picked up a programme you had to know where to put it.&#8221; </p>
<p> Cliff located and itemised more than 360 test programmes of the 466 internationals played by the All Blacks (following the 29-22 win over South Africa at Johannesburg in 2010). &#8220;We are missing about 100 test programmes, most of them from the 1904-early 1930s period,&#8221; he said. </p>
<p> &#8220;I&#8217;ve completed a master list of those missing programmes, so if an old one does come in, we can check to see if it&#8217;s in our collection or not.&#8221; </p>
<p> The oldest test programme held by the museum is for the All Blacks&#8217; second official test, against the British Rugby Football Team, at Athletic Park, Wellington, on August 13, 1904. </p>
<p> A graphic of the programme cover for the All Blacks&#8217; first test  against Australia at the Sydney Cricket Ground on August 15, 1903  can be seen on the museum&#8217;s website, www.rugbymuseum.co.nz </p>
<p> In addition to building up the test programmes, Cliff operated two other international files  for All Black tours overseas and inbound tours to New Zealand. </p>
<p> &#8220;With the All Blacks on tour, there was also a chronological order to work through,&#8221; he said, &#8220;and we do have programmes from most of the tours they have made.&#8221; </p>
<p> Extra copies of test-match programmes are included in these collections, along with the non-international weekend and midweek fixtures. </p>
<p> The oldest away All Black test programme is for the Scotland clash in Edinburgh on November 18, 1905. </p>
<p> Inbound tours also provide 24 folders of programmes, with most tours represented, starting with the 1904 Great Britain side and running through to the visit by the 2005 British and Irish Lions. </p>
<p> Although each match programme is unique in its own right, some are more valuable than others, such as the one for the Great Britain v West Coast-Buller encounter at Greymouth in 1930. </p>
<p> Cliff&#8217;s attention then switched to Ranfurly Shield challenges, and he eventually filled 16 boxes containing programmes representing some of the most exciting provincial clashes played in New Zealand. </p>
<p> The fascination of the shield is vividly captured in these records. </p>
<p> The oldest Ranfurly Shield programme in the museum is for Wairarapa&#8217;s challenge against Hawke&#8217;s Bay at McLean Park, Napier, in 1923. </p>
<p> The holders won, 6-0, with future All Black great George Nepia kicking a penalty in his first match for Hawke&#8217;s Bay. </p>
<p> Home inter-provincial encounters from 1913 to 2009 are also carefully stacked away in alphabetical order, union by union, ranging from nine boxes for Auckland to two boxes for West Coast. </p>
<p> There are even programmes from the Central Vikings days of 1997-98. </p>
<p> Cliff&#8217;s task did not stop there, as other programmes depicting many other teams, tours, competitions and series needed to be sorted  for Rugby World Cups, Super 12 competitions and International Sevens, Black Ferns and inter-provincial women&#8217;s matches, New Zealand Maori, Juniors, Colts, Universities and Services, non-test tours by smaller rugby countries such as Romania, All Black and North Island-South Island trials, the Cavaliers to South Africa, secondary schools and other off-shore international and club games. </p>
<p> And then there were the boxes needed for all the duplicates. Stacks of them! </p>
<p> In the finish, Cliff filled 317 boxes, with an average of 40 programmes per box: &#8220;I was instructed not to throw any away. </p>
<p> &#8220;I didn&#8217;t know how big the job was until I started, and felt the only way to approach it was to think logically, so that&#8217;s why I started with the tests. </p>
<p> &#8220;Once I had worked my way through them, I began to realise what I was doing.&#8221; </p>
<p> One noticeable difference in the programmes noted by Cliff was how much thicker, larger and glossier today&#8217;s ones are compared to those from the early years. &#8220;They were very flimsy then, with some on just one piece of paper, though many of them had lots of advertising. But the quality of the programmes  with the paper, printing and colour  is much better now.&#8221; </p>
<p> One of the more frustrating aspects was uncovering programmes, mainly French and Argentinian, which carried no date or year on the cover. </p>
<p> And then there was the All Black v Australia &#8220;test&#8221; programme that turned out to be a tour match involving Australia B! </p>
<p> Though Cliff is not a programme collector, he did have a personal favourite  from the second test between the All Blacks and Springboks at Christchurch in 1937. </p>
<p> &#8220;I was just seven and it was the first time I had seen the All Blacks. I had a good look at that programme.&#8221; </p>
<p> And so he might, for it represented a well-deserved break from a consuming and detailed task has provided structure to one of the museum&#8217;s most valuable resources. </p>

			<content:encoded><![CDATA[<p>Don&#8217;t look for Matt Leinart in Seattle. Persons close to the team tell me it&#8217;s not going to happen.
<p>Apparently, Seattle is satisfied with its two quarterbacks, Matt Hasselbeck and Charlie Whitehurst, despite Whitehurst&#8217;s inconsistent play this summer. But the club paid a steep price to acquire Whitehurst from San Diego and envisions him as Hasselbeck&#8217;s successor, and the Seahawks didn&#8217;t want to complicate the situation by introducing another young quarterback.</p>
<p>Plus, the Seahawks have plenty of money invested in the position. </p>
<p>So while Leinart going to Seattle would seem to make sense from a lot of perspectives &#8212; with his former coach at USC, Pete Carroll, the most compelling reason &#8212; it almost surely isn&#8217;t going to happen. Seattle is happy with two quarterbacks and will wait on Whitehurst. It will not jump for Leinart.</p></p>
